Rating system and “quality management” in historical and social context

The author critically comprehends the application of a rating system in university education. It is regarded as one of the components of the “quality management system methodology”. The purpose of a rating system, its real potential, positive and negative consequences of the introduction are evaluated in the article. The feature of the analytical perspective chosen by the author is an appeal to the social and political conditionality of the problem. Considering the background of Russia’s joining the Bologna Process, the author proves that the rating system is rooted in the Russian educational tradition, and the “quality management system” is a dead end for Euro- mimic neocolonialism.
