Baseline Characteristics of Climate Uncertainty in EU Countries

The climate policy of the European Union in recent years has been marked by uncertainty due to signs of an energy crisis. The previous trend of pursuing a «green transition» has shifted toward a retreat from environmental rhetoric. Consequently, the article examines the key characteristics of this uncertainty, as well as its causes, such as geo-economic confrontation, the onto-epistemological uncertainty of the information society, the abandonment of evidence-based policy, and the shift toward post-normal science. Moreover, to improve the manageability of climate change, tools such as scenario planning, adaptive governance, resilient strategies, and cost-minimizing implementation options can be utilized. In addition, the author concludes that climate policy is largely driven by political agendas, serving as a component of ideological narratives. This circumstance complicates independent research and the adoption of realistic measures to mitigate actual climate threats.
