One of the little investigated themes of the Russian parliamentarism history is public works of non-party deputy in State Duma. S.N. Bulgakov was elected as the non-party «Christian socialist» in the Second State Duma. He was energetic and authoritative deputy. From the tribune of the Duma S.N. Bulgakov supported a cancellation of field justice. He spoke about national condemnation of terror and expansion of the budget rights. He took part in the solution of an agrarian question. In letters and Bulgakov's memoirs he estimated the activity of the State Duma, deputies and parties. Bulgakov's participation in work of the State Duma became a critical moment in forming his new ideology. He broke with ideas and principles of revolution and disappointed in practical politics.
