Safety and technologies of electronic identification in Latin America

The aggravation of the criminal situation in Latin America (LA) led to the search for new technological solutions of the safety problems of States and citizens. LA has become the largest market for biometric technologies (BT). There are two types of biometric data: static, obtained by a person from birth, and dynamic, changing with time or under external influences. In the countries of LA among BT the most propagation was the identification by fingerprints, the second were the biometric parameters of the face and iris.Most covered by the scope of the BT identification is border control, then - critical infrastructure, the third place - the area of public and commercial services, the fourth - digital signature and, finally, access to election process. It is concluded that the experience of national implementation programs of electronic identification in LA countries indicates the growing international integration of BT identification, allowing to accelerate the exchange of information between States and improve the level of physical and information sefety of countries and citizens.
