The paper deals with the methodological problems of modern library and information sciences. The task is to reconstruct the methodological tradition of studying and social design of the library in the digital world. The essence, heuristics and shortcomings of reactive and proactive approaches in library and information sciences in the conditions of digitalization are revealed.
