The article is devoted to the problems of legal regulation of budget planning in municipalities, while creating special economic zones of tourism and recreation. The peculiarities of legal regime of special economic zones result in the structure and volume changes of revenue and expenditure parts of municipal budgets. Local government should take this fact into account in the procedure of budgetary planning.
