Bureaucracy in the control system: functional and dysfunctional aspects

The article describes the role of the bureaucracy in the system of Russian public administration. The authors point out that nowadays bureaucracy has the dual nature that usually includes the functionality or dysfunctionality of public administration. It is very important to distinguish two notions of bureaucracy: as a type of management and as a part of public administration which is controlled by the Government and the Parliament. The authors assert that Russian bureaucracy is dysfunctional because there is not any transparency in its activity and, on the contrary, there is corruption and top-down management. The article sums all up by saying that there are several ways to improve Russian bureaucracy and to increase the quality of public life. We should change the relationship between government and society, create the dialogue between government and society, rotate staff, and move to the new information and communicative technologies which can help society to control officials.
