The future of the public service: modernization in conditions of increasing uncertainty

The paper offers a vision of a future public service capable of innovation and rapid response to rapidly changing global circumstances. Based on the results of research by domestic and foreign scientists, the properties and characteristics of the civil service of the future have been determined. New sets of competencies that are in demand in the public service of the digital society have been identified. Factors influencing the future of the public sector are identified: digitalization, changing career expectations and an aging workforce. The conditions, problems, risks and trends in the modernization of the public service in the conditions of digitalization, globalization, and increasing uncertainty have been established. Tools are in place to enable change to succeed. The set of skills in demand in a modern, highly effective public service has been identified. The need to complement technical skills with social, emotional and cognitive competencies is substantiated. The factors influencing the sustainability of the public service are identified. A mechanism for personnel planning of the civil service of the future is proposed. In a rapidly changing work environment, it is argued that lifelong learning will become increasingly important in public sector employment policies, enabling people to adapt and enhance their future potential. Regardless of their specific role and specialization, public servants will need to regularly upgrade their understanding, skills and competencies to keep pace with social and technological change. It has been established that the public service of the future is a service of many professions, united by a common set of core values and a sense of common purpose.
