The article is concerned with practicability of using the Balanced Scorecard in the public sector organizations. Creation of a single instrument assessing comprehensively the effectiveness of functioning, covering all areas of activity and reflecting impartially the results and possible potential is essential for the implementation of the principles enshrined in the Budget Code. The Balanced Scorecard is able to analyse the activities of public organizations and subordinated institutions, as well as evaluate the state tasks’ fulfillment, combine different key performance indicators reflecting the condition of the state service.
