In the article the topical issues of formation and development of the regional consumer market of a large city on the example of the city of Moscow are considered. The results of research of services availability during seasonal fluctuation of demand are given and target approach to smooth the negative consequences of influence of seasonality is offered. The special attention in the article is paid to increase of availability of services to socially unprotected segments of the population during the coming nearer economic crisis.
