A value-oriented approach in the civil service: theory and practice of creating new organizational culture

The concept of “organizational value” is analyzed, the role of values in the formation of public service culture of the civil service of the Russian Federation is discovered. Successful practices of Hong Kong and the UK are described. The limitations, necessary conditions and possible effects of the introduction of a value-oriented approach in the civil service of the Russian Federation are highlighted. The conclusion is made about the possibility of applying the value-oriented approach in the state bodies of the Russian Federation at the moment. Directions of improvement of legislation in this area are identified.
