Centralization of the procurement in Stavropol krai as a way to improve its effectiveness

This paper discusses the development of the contract system in the area of state and municipal procurement in Stavropol Krai. The author considers possible options for the contract system arrangement that are provided for by current law - the centralization of the procurement through the authorized body and procurement by customers independently. The author examines the chronological development of the procurement system in Stavropol Krai, highlights the main stages, analyzes the existing elements, defines the development trends of the effective centralized regional contract system. The principles, approaches, features and problems of the decentralized centralizing the procurement strategy in Stavropol Krai are revealed. The positive aspects of the centralizing the procurement as the tool of its organization are noticed. The algorithm of the total centralization of the contract system in the region is suggested on the basis of customer belonging to a level of the budget system.
