The centrifuge of housing and communal services: a study of the behavior of citizens

This article considers the factors and strategies of individuals in a situation of social dilemma of the public good. The article proves that the law of the Yaroslavl region on 28.06.2013 № 32-s «On Certain Issues of the organization of a major overhaul of the common property in the apartment buildings in the Yaroslavl Region» contains a conflict of collective and individual interests of the owners of apartments in the payment of fees. As a result, it is the dilemma of the public good, which is associated with the ratio of wins and losses. The result of the study is the classification of homeowner’s behavior strategies under the law of the capital repair and their analysis. The author gives some recommendations for overcoming the selection of selfish behavior strategies.
