Networked political communication by heads of constituent entities of the Russian Federation and regional executive authorities

The article presents an analysis of communication between the government and society. The Popsters service analyses the publications on the personal pages of the heads of the subjects of the Russian Federation and in the official communities of the regional executive authorities for the year 2021 in the social network VKontakte. Using the communication coefficient (TR), the activity of civil society representatives is assessed. The communication characteristics of government officials are carried out by the number of publications for the specified period. According to the results of the analysis, it was established that the communities of regional executive authorities are the preferred channel of communication with the population for power, while the personal pages of the heads of the constituent entities of the Russian Federation are of interest to society in this function. It concludes that the social network VKontakte has the prospect of becoming a “state social network” under the concept of participatory e-democracy.
