Human factor when rendering the state services in the sphere of customs control of the goods containing intellectual property items

The article justifies the economic value of protection of the intellectual property rights in modern conditions. The author discusses the concept of customs protection of the intellectual property rights as a state service rendered through implementation of the state function. On the basis of the analysis of micro-level of the state services in the sphere of customs protection of the intellectual property rights the authors describe the ways of legitimate entry of counterfeit goods into the EEU due to the human factor. The paper presents examples and statistics from the practical activities of the customs authorities.
