The human capital in development of the industry of Urals Mountains

This article analyzes a role of the social subject in development of the industry of Urals Mountains in XX century. The Author analyzes the attitude of authorities and societies to the person and its work during various historical epoch. The author analyzes the historical maintenance of a labour, a manpower and the human capital. Dynamics and structure of intellectual resources of of the Ural region, as component of the human capital are analyzed. The role of potential of the higher school in accumulation of knowledge, their rational application and escalating of the human capital is analyzed. Attempt to carry out human measurement of industrial potential is undertaken. Ways of an effective utilization of the human capital are analyzed.
