Human capital as the means of strategic initiatives implementation of leading states on digitalization of economy

This article is devoted to urgent problems of state development in the context of globalization and digitalization trends. Approaches to the study of human capital in modern conditions are considered and a comprehensive concept of human capital was defined. Grouping of factors influencing the formation of human capital and its further development was proposed. The authors note that strategic factors should play a leading role among the identified factors, as they are the ones that allow to unite, direct and motivate the achievement of national strategic goals. This article reaffirmed the close relationship between the intellectual, digital and economic development of countries. In addition, the multi-role of human capital as both the main means, factor, object and subject of the formation and implementation of strategies at the national level has been determined. It was revealed that developed human capital at the country level is the main mean of innovative and digital development of any state. The authors of the article, by grouping and summarizing, analyzed different global ratings of countries. Based on them, they ranked the leading countries of the world, identified leaders. In addition, the analysis of formation and implementation specific of the national strategies in the leading countries of the world was carried out.
