Human capital as the most important factor modern production

The article is devoted to the consideration of issues related to the role and place of human capital in the modern economy. The author noted that funds for the development of human capital, based on the practice of developed countries over the past decades, pay off many times over, in addition to other positive effects. The social revolution of the last decades in the Western European states, the USA, Canada, Japan, Australia has led to an increase in funds for the development of the social sphere, where various public and private goods are produced, accumulated in the form of human capital. The problem of developing human resources for Russia becomes especially relevant in the context of aging and depopulation of the population. It is determined that the achievement of a high quality of life of the population is a necessary condition that contributes to improving the health of the population of the country and the growth of life expectancy, increasing its educational level, fertility, etc., resulting in an increase in the quality of labor resources as an important factor in the sustainable development of the state. In a post-industrial society, the human factor is the main one in the economic development of the entire world community and, accordingly, the influence of other traditional factors of production must be considered in conjunction with the most important human factor. As the practice of developed countries over the past decades confirms, funds allocated for the development of human capital pay off many times over, in addition to those positive effects (strengthening external and internal security, social peace in the country, increasing living comfort) that take place. At the same time, it is impossible to assert the possibility of increasing the welfare of the population only at the expense of the budget. According to the author, in order to solve this problem, it is necessary to ensure the interaction of economic and social development mechanisms, such as stimulating business development processes, improving the social environment in the country, etc.
