The problem of developing “human capital”, interrelation of “human capital”, culture and culture of law acquires a special relevance in the period of globalization and defining priorities for the development of modern society and its economy on the base of humanistic values. The list of factors contributing to the development of “human capital” cannot be initially recognized as sufficient without recognizing the essential role of culture and law, which is possible only with the joint consideration of the concepts of “humanism”, “culture” and “law”. Such an approach inevitably leads to the need to study the concept “culture of law”, that is the initial definition of priorities and prospects for the development of society, focusing on the development of a competitive, stable and effective functioning legal “environment” of people, really contributing to the formation of individual and collective “human capital” on the basis of such universal ideals and values, which constitute the essence of humanism. At the same time, a civil society should be the initial matrix of law, high culture of which can ensure success in developing a proper “human capital” and the basis of a favorable environment for developing “human capital”.
