The human capital - a determinative of movement to the knowledge-based economy

In the article problems of interaction of the human capital, economic relations and society are analyzed. Dynamics of knowledge as a condition of public progress is in the centre of research. Economic, social and cultural conditions of human capital formation in the Chelyabinsk region, intellectual potential of the region and regional staff distributions according to fields of activity are considered. Formal and informal in characteristics of the scientific staff are investigated.
