Background. In the economy of the modern world, human capital plays a decisive role in achieving competitive advantages and ensuring qualitative parameters of economic growth. Therefore, the effectiveness of economic development of modern States greatly depends on their most important resource - human capital, which is not only the main driving force for socio-economic development of the modern society, but also the basis for building the new economy, knowledge economy, innovation, global information systems and emerging technologies. The aim of this work is to analyze the key levels of human capital management. Materials and methods. The purpose of the study was achieved through the study of scientific papers on a particular subject, their analysis, generalization and systematization of results. Results. The article presents current definitions of human capital, human capital management, formulates directions of improving management efficiency of human capital development, and describes the indicators of assessing the effectiveness of human capital management. Conclusions. Effective management of human capital development contributes formation and training of highly-skilled staff with innovative thinking, which is the basis for creating a competitive enterprise.
