The success of a modern organization is impossible without involving personnel with special knowledge, intelligence, and necessary professional competencies. The relevance of the research is determined by the need for a new paradigm in personnel management, due to a number of factors: the emergence of new production technologies, the digital economy, the information revolution, the increasing degree of openness of the organization and competition. Solving the problem of using human potential as a factor in the modernization of the industrial complex is an essential and integral part of the formation of a management strategy within the digital economy. The article describes the composition of the regional industrial sector and identifies the main problems of its development in the current conditions of a turbulent economy. The purpose of the research is to develop personnel as an important element of the organization’s policy aimed at its successful promotion in the market. General scientific methods were used as a method of logical base of research: analysis, synthesis, induction, hypotheses, description, system approach, comparisons. This made it possible to ensure the objectivity and validity of the conclusions.
