In this article, the authors attempted to reveal the features and problems of the development of the city of Omsk. The purpose of the work is to determine the socio-economic problems of the formation and development of Omsk and the Omsk region as an effective business center. An effective business center is a favorable situation in a certain city or region, which contributes to the growth of the number of enterprises and households (the population). After all, any businessman knows and feels, if the market is developing, promising, then it gives additional positive pressure, and hence the business will grow and develop.
