Theoretical aspects of digitalization of departmental rule-making

At the present moment, digital transformation of the rule-making activity of federal executive bodies is the subject matter of one of the federal projects of the national program “Digital Economy”. This article points out that digitalization of departmental rule-making should draw careful attention of governmental agencies because it has significant influence on the efficiency of procedures for approval and adoption of departmental acts. The originality of the research approach to the problem of digitalization of departmental rule-making activity makes it possible to draw conclusions and to make some proposals within the subject matter of the research.
