Digital human rights as a condition of effective participation of Russia and other states parties to the eurasian economic union in digitalization 4.0: the great reset

The article is devoted to the study of urgent problems of regional integration within the framework of the Eurasian Economic Union in the context of digitalization 4.0. (artificial intelligence and machine learning, Internet of Things, Big Data, Technologies based on the principles of a distributed ledger, quantum computer, etc.). The problem of theoretical and legal development and legal consolidation of a new generation of digital human rights is considered. It is noted that the accelerated pace of digitalization raises the issue of the formation of a digital regulatory system as a set of principles and norms expressed in the form of code, computer programs and mathematical solutions, in particular, the norms imposed on cryptography in order to protect human rights. The position is substantiated according to which digital human rights should be laid as a predetermined goal, introducing itself as a legal superimperative principle for public-law relations, deviation from which is not permissible.
