Strengthening the global processes which are ideologically expressed by modern liberalism face the national cultural traditions resisting to universalism as a serious opponent. Liberalism is considered by the authors as a civilizational ideology in Western countries since it is the result of specific historical circumstances, as well as the development of the Western cultural tradition. The states being under the influence of Western policy rely on Western liberalism, while the national systems applying for independent international influence prioritize their traditional cultural values. The second category includes modern Russia, the internal spiritual situation whereof tends to the civilizational ideology. This worldview trend is stated by the authors citing the results of the empirical research. The Russian civilizational ideology includes several elements of conservatism, socialism, and liberalism, however, value and conservative component serves as a foundation. This ideology contributes to the tendencies of convergence between the state and the society and is conducive to the formation of the national and state identity. At the same time, it is impossible to consider its adoption to be full and final in the public mind. Meanwhile, it should be seen as a specific response of the Russian society to the growing global challenges.
