Civilizational approach to managing the digital economy of big data based on multi-matrix models using artificial intelligence and quantum systems

The paper examines topical issues of substantiating the civilizational approach in the state management of the digital economy of sovereign countries based on big data through the widespread use of quantum technologies and artificial intelligence. It is convincingly proved that our civilization is reaching the level of management of noospheric factors, which act as powerful multipliers of the development of the big data economy, scientifically substantiated in the theory of the noosphere by Academician V.I. Vernadsky.. Noospheric factors motivate the transformation of state institutions of power on qualitatively new principles of operation through the introduction of new forms of management based on the generation of new digital databases and intensify the development of the big data economy. The epochal tasks for the implementation of the «national program of the big data economy» proposed by President Putin V.V. are considered, defining strategic directions for the development of digital platforms that «will allow developing smart cities and unmanned systems, using digital twins of technical systems and their production processes, to begin the widespread use of precision agriculture in agriculture, to reach a new level in logistics and energy, in the development of telemedicine and online education, in the provision of public services and in the implementation of financial calculations” in accordance with the objectives of the national program. A multi-matrix model of big data digital systems management based on the development of quantum communications with artificial intelligence in sovereign countries is proposed. A proposal has been formulated to create a “National Committee for Managing the Big Data Economy” using integrated planning mechanisms of Gosplan and GKNT for a multiplicative breakthrough into noospheric civilization.
