In the paper, the authors reflect on civilizing mission of human rights. They declare that the highest achievement of the Earth’s civilization is respect of human rights and freedoms. The recognition by state authorities of their responsibility for respecting and protecting human and civil rights and freedoms is the first and necessary condition for the country's advancement towards civility. A brief excursion of human progress from barbarism to civility demonstrates progressive advance and perseverance in the development of humanitarian relations. This is a rejection of serfdom; the creation of the League of Nations and later the United Nations; the development of unique international standards such as the Universal Declaration of Human Rights, the Geneva Convention, the Declaration of Children's Rights, the ILO documents and many others. The authors also substantiate the view that education in general and human rights and freedoms study in particular lead to civility. Education, training and public information of human rights is essential to promote stability and harmony as well as to strengthen understanding, tolerance and peace.
