"Civilized" lobbyism as a factor of interaction between authorities and civil society institutions

The problem of the effectiveness of the relationship of political power with the institutions of business and civil society is most acute in a transitive political system. At the same time, researchers give a special role to building communication links between the state and NPOs (non-profit organizations), whose effectiveness serves as a “barometer” of democratic transformations. A number of measures proposed by the Russian political authorities to civil society institutions to participate in the process of representing their interests (lobbyism) fit into the framework of the general policy of the state in the social sphere. However, the solution of these tasks does not lead to the automatic removal of all problems that have developed in the absence of civilized lobbying mechanisms, without which the equal participation of broad social interest groups in a democratic political system is impossible.
