In the third part of the work the analysis of substantive provisions of the concept of social evolution of K. Popper who operates the concepts of open and closed society is presented. The concept of closed society is generated on the basis of studying tribal societies; its basic characteristics are deprivation of individual freedom and, accordingly, a private responsibility, rigid taboos and traditions, magic perception of life. The basic distinctive features of an open society are liberation from rigid taboos, rational private responsibility of its members. The open society goes over to the abstract one. Totalitarian regimes are criticized.
