The article is dedicated to the role and the place of Dagestan in the Caucasian policy of the Ottoman Empire and the Russian Empire during the indicated period. The aims, objectives, methods and means of that policy as well as the successes and failures along this way are identified. Events are set out around the main problems: Mozdok and Kizlyar, Caucasus and the Black Sea, etc. The features of the formation and realization of the Sublime Porte’s policy in new conditions are outlined.
