Decentralization as an optimal way to solve the problems of the North Caucasus

The article attempts to justify the thesis that the solution of the social, economic and other problems of the national republics of the North Caucasus is decentralization of the state power and delegation of some authorities and economic objects to the regional and local levels. It is shown that federalism and democracy are closely related.
