Definitional, organizational and procedural components of modern registration proceedings

Introduction: the article is devoted to the problems of public administration in the field of registration proceedings. Materials and methods: the normative basis of the study is formed by the norms of the current Russian legislation regulating social relations that develop in the field of state registration. The methodological basis of the study was the general dialectical method of scientific knowledge, which is universal in nature, the methods of logical deduction, induction, cognitive methods, comparison, analysis, synthesis and description. The results of the study made it possible to formulate the main features of state registration, the author’s position on the definition of state registration and a scientific view of the procedural form of its implementation in modern Russia are presented. Findings and Conclusions: The substantive meaning of the definitive, organizational and procedural essence of registration proceedings is considered. A review of the key characteristics of state registration as a method of public administration very clearly demonstrates its effective regulatory qualities. Consistent study of content components mediated close attention to the existing scientific and theoretical positions, on the purpose and sequence of modern registration proceedings, which made it possible: to see the trend towards the application of the hermeneutics method; confirm the validity of the dependence of registration procedures on the intensity of public relations; state the integrative unity between socially significant information resources and high-quality registration proceedings. The necessity of formulating a unified and distinct conceptual apparatus, and informational modernization of registration proceedings, which will provide a directive basis for a perfect state registration policy, is substantiated.
