The purpose of the study is to analyze the activities of government agencies in organizing shipping in the Yenisei North in the 1920s - 1930s. By the early 1930s the practice of organizing regular navigation on the Yenisei, concentrated mainly in the upper reaches of the river, has been going on for more than 60 years. Arctic river shipping was sporadic, mostly driven by initiatives from private commercial and state-owned enterprises. A radical change in the situation took place in the 1920s after the organization of the special Committee of the Northern Sea Route (USMP), which operated under the Siberian Revolutionary Committee. A number of issues related to the development of the Arctic were concentrated under the authority of a single complex organization. Over the ten years of its activity, the Committee of the Northern Sea Route launched an active work on the intensification of river shipping, port construction, expeditionary activities and international commercial activity in the region. Created in 1932, the Main Directorate of the Northern Sea Route (GUSMP) marked a new stage both in the development of the Soviet Arctic in general and in the organization of river navigation in particular. Inheriting and not fundamentally transforming the organizational scheme of the Committee of the Northern Sea Route, it changed the basis of the approach to sailing along the rivers of the North. The Main Directorate of the Northern Sea Route (GUSMP) took all resources and technical means within the boundaries of its activity under its subordination and concentrated all work under its authority. Red tape decreased and the quality of inter-structural communications improved. GUSMP created a deconcentrated river fleet management system. It managed to focus it on the main areas of its work. Such a system organically fit into the conditions of time and place and contributed to the implementation of the tasks.
