Activity of public organizations of Buryatia (the second half of the 1920s)

The article is devoted to the analysis of activity of the republican public organizations in the second half of the 1920s. In the work the emphasis is placed on the main characteristics and tendencies of the development which were inherent to public organizations in the second half of the 1920s, namely: mass character, directive mechanism of work stimulation, lack of democratic principles in management of the public organizations, isolation of their management from bulk of ordinary members. At this stage the relations between various societies and bodies of the government underwent considerable changes that were reflected in nature of their functioning. The existence of various public organizations as one of the forms of assistance the policy of public authorities became the basis for a comprehensive regulation and control over societies. The last circumstance changed the nature itself of public organizations, made them adapted and included in a political system. A large-scale internal crisis of the public organizations and also complete dominance of mass societies over other types of public organizations turned out to be a direct consequence of the established control of the state power in Buryatia.
