Activities of public organizations in ensuring public order and solving crimes in the Irkutsk region in 1960-1980

Introduction: the article discusses the organization of the activities of the Irkutsk Regional Executive Committee’s Department of Internal Affairs in terms of interaction with the population and public organizations for the protection of public order and the detection of crimes in 1965-1985. Separate categories of persons and organizations are involved in the provision of this activity are investigated. Regulatory legal acts of the Ministry of Internal Affairs (MOO) are being studied USSR(RSFSR) and ATC (UOP) Irkutsk Regional Executive Committee aimed at improving this activity in the studied region. Materials and methods: the research materials were articles by scientists, the norms of the legislation of the USSR and the RSFSR, departmental acts of the Ministry of Internal Affairs-the Ministry of Internal Affairs of the USSR (RSFSR), archival documents. The methodological basis of the research is a complex of general scientific methods, such as analysis, synthesis, comparison, and special methods: historical-legal, system-structural, comparative-legal. The results of the study: allowed us to reveal the process of organizing interaction with the population in the USSR in 1965-1985, to clarify the procedure for involving individual citizens and organizations in solving problems of policing and solving crimes, to highlight certain organizational and practical aspects of the activities of ATC units Irkutsk Regional Executive Committee in terms of the implementation of the function of the Soviet state in the field under consideration, to introduce previously unpublished archival documents of the period under consideration into scientific circulation. Findings and conclusions: the analyzed materials allowed to reveal the specifics of the forms and methods used by the law enforcement agencies of the USSR in general and in the Irkutsk region in particular, aimed at reducing the crime rate, and also allowed to evaluate its effectiveness.
