The accumulated potential of anger and violence in Tambov village during the first years of Soviet regime resulted in the implementation of large-scale agrarian reforms of the late 1920s - early 1930s. The peasantry, that have experience of the communes, cooperatives and state farms and remembered the surplus-appropriation system, responded to the collectivization and grain procurements by the wave of protests. Under these conditions OGPU was the important tool for the implementation of the state agrarian policy.
