The article studies activities of the Russian Procurement Committee in the USA, which placed orders and purchased munitions for the Russian Empire. The undertaken research proves that the American market and industry played an important role in supply of the Russian army with munitions. At the same time impossibility of the fast mass production deployment at the American factories, limited financial capacity of the tsarist government, Procurement Committee bureaucracy’s incompetence, carelessness and acquisitiveness led to weapon purchase failures and delivery of the munitions inconsistent with requirements.
