Power deconcentration in late imperial Russia: the capital and provincial vision of the problem

The problem of the superfluous power centralization is analyzed in this paper. The author makes a conclusion that the approaches to the solution of the problem of St.-Petersburg officials and province administration leaders were of essential differences. The discussion about the power deconcentration necessity at the turn of the XIXth - XXth centuries is regarded in the context of the province reforms.
