The article describes the contradictory process of initiation of modern China to the values of deliberative democracy. Despite the fact that this model of democracy was born in the West and is now seen as a complement to liberal democracy, in China liberal values are rejected and deliberative resources are used in accordance with national specifics. While China's nascent civil society and Chinese intellectuals consider deliberative procedures and public dialogue as a path to a democratic transformation of the current regime, the Chinese authorities use deliberation to draw resources necessary for their own legitimation and self-reproduction.
