In conditions of economic instability, small and medium-sized enterprises (SMEs) face serious challenges that require the active participation of the state in maintaining business activity. This article identifies trends and the forward-looking vision of business owners and specialists for the prospects of economic development. The article considers a set of measures and tools directed by the state to stabilize and strengthen the business activity of the SME sector, taking into account emerging mega- and micro-trends. Considerable attention is paid to both classical financial programs and new non-financial instruments when considering government support. Current trends in government policy towards small businesses, including digitalization and the formation of support ecosystems, are highlighted. The current cases applicable in crisis conditions are considered, the impact of global trends and the possibilities of using modern technologies. The importance of the synergetic effect of systemic entrepreneurial thinking, financial and non-financial forms of support, the need for speed and flexibility in decision-making to ensure the sustainability of small and medium-sized enterprises in conditions of economic instability is articulated.
