The article analyzes the practice of democracy implementation based on the general notion of it. We consider the establishment of modern democracy, reveal the driving forces and ideological content of this process, and conclude that achievement of democracy as the rule of the people is very problematic. What is the key, fundamental property of democracy without which it is impossible? Who wins the elections in the modern "democratic" system and how much does it provide real democracy?
