In accordance with the general opinion, democracy in the modern world is considered one of the main characteristics of the organization of society and state activities. In modern conditions, it is impossible to refer to democracy out of its connection with such notions as “power”, “law”, “state” and “society”. At the same time, law is undoubtedly the most effective means of ensuring democracy. The optimal correlation of law and democracy is reflected in the legal culture of society. Legal culture is the foundation that makes democracy possible, and, at the same time, the result of the implementation of democracy, because democracy, by and large, is conscious self-restraint, based on the requirements of legal rules as well as the standards of morality, religion, ethics, including traditions and customs. It should be noted that the ability of conscious self-restraint is inherent in a person as a highly organized personality who correctly understands and perceives the meaning and value of law while exercising his own interests as well as his role in society and state activities.
