The article substantiates the fact that cluster policy can be presented as a portfolio of cluster initiatives optimized in terms of the effects and risks of their implementation. Taking into account the increased requirements of tourists and the complexity of the modern tourist product, it is advisable in the process of development and implementation of measures for the development of the industry to consider the recreational and tourism sector as a fairly broad concept. The concrete actions necessary for realization of potential opportunities are offered.
