The unstable climate in the last decades gained a huge scale and often leads to unpredictable consequences, more specifically, risks to human life. Hydrometeorological risks are situations, which are submerged by high water or floods due to heavy rainfall, drought due to their long absence, or the absence of extreme temperatures and extreme precipitation. For diagnosis and assessment of hydrometeorological hazards used means of geodetic monitoring. A huge role in geodetic monitoring play navigation satellite system (PRSS) and laser scanning provided the relevant software. Observations using spacecraft (CLA) allow rapid and accurate prediction of the conditions of the atmosphere, in particular, the surface layer, so important for human life. However, for long-term forecasts and prediction of emergency situations, assessment of hydrometeorological hazards requires analyzing multi-year data series of climatic parameters. On the 137 НАУКИ О ЗЕМЛЕ basis of the processed data series by means of geoinformation systems (GIS) are electronic field maps of the distribution of atmospheric moisture, extreme temperatures, condition of natural objects that reflect long-term observations on a given territory. Received modern Received modern means of geodetic monitoring maps to clarify extreme values of climatic indices and significantly reduce hydro-meteorological risks, the occurrence and development of emergencies, to specify a separate SNiP on construction, design of roads, buildings, pipelines and other facilities. Keywords: hydro-meteorological risks, geodetic monitoring, geographic information systems.
