The contradictory character of the establishment of modern regional institution of higher education is considered in the article; the features of its mission are shown; determinants identifying the process of establishment are introduced. Contradictions marked out as a result of theoretical analysis, determinants of the development of modern institution of higher education create pre-conditions for the practical solution of the problem of higher education modernization.
