Russian regions differentiation by the level of mobility disabled people

The article substantiates the necessity of statistical estimation of the differentiation of the regions of Russia in the context of providing accessibility for disabled people to education, their participation in employment, cultural and socio-political life, which should contribute to the development of recommendations and specific activities aimed at achieving the requirements of the Convention in order to ensure full and equal the implementation of all human rights and fundamental freedoms by persons with disabilities. The results of clustering the regions of the Russian Federation according to the data characterizing the implementation of the basic principles of the Convention are presented, with a detailed description and justification for the differences that have arisen, taking into account the socio-economic development of specific subjects of the country.
