The differentiation of Russian regions in the context of preconditions of civil society formation

The development of civil society in the Russian regions is uneven. On the one hand, support and promotion of the development of civil society institutions is not in all regions one of the areas of regional and municipal policies. On the other hand, social and human capital is heterogeneous, their development is influenced by many prerequisites for the formation of a civil society, lying both in the plane of the individual subject and in the social, political, economic and other planes. These circumstances explain the relevance of the task of building a classification of Russian regions in terms of favorable prerequisites, the results of which are presented in this article. The developed classification can be a reliable tool for implementing state policy in the field of promoting the development of civil society institutions.
