Dilemma of the global diffusion of innovation and implementability of the total sustainable development

This paper aims to contribute to searching for alternatives of resources for implementation of the concept of sustainable development. The paper shows that under condition of Pareto equilibrium it is impossible to create automatically "win-win-win" situation for three megadomains (Profit - People - Planet) of a macroeconomic geosocioeconosysmem. Knowledge or intellectual rent is defined as potentially socio-ethical endogenous source of resources for sustainable development. The notion "Colonialism 3.0." is coined and its genesis in the context ofpreserving center-peripheral arrangement of capitalism is shown. The example historically established "internal colonization" and its consequence in Russia is given. Some ways to eliminate these consequences are identified. It is shown that resolving the dilemma of global diffusion of innovations can have two outcomes: (1) toughening the technological imperialism; (2) the emergence of additional socio-ethical resources for sustainable development. It is defined that a correct understanding of the world order is impossible without political economy analysis. A lack of such analysis has led to the noted shortcom ings of the contemporary theory of innovation in Russia. The conclusion is made about the need for including political economy issues in domestic university programs related to sustainable development and innovation theory.
