Dialogue institutialisation dynamics

The problem of the dialogue institutialisation conditioned by the altered public needs having no adequate reflection in the structure and functions of the corresponding social institutions is considered in the article. The conclusion on the necessity of the development of functional public (dialogue) institutions as basic factors and conditions for the existence and the development of the society is made.
